Abstract: A government will be a major and complex organisation, whose operations and strategic focus could be greatly enhanced by well concentrated application of Info and Conversation Technologies (ICT) to support advancements in productivity, management success and finally, the quality of providers offered to residents. While the advantages of ICT in government can not be disputed, there are lots of concerns about its success plus the strategies to always be adopted in implementation of systems in numerous countries. In this paper, the characteristic challenges that expanding nations face, which make ICT implementation in government fail to succeed are identified and synthesised. The paper shows results of literature overview of case research from both equally developed and developing countries and primary studies grounded in the Kenya e-Government reality. The key factors are recognized, synthesised and categorised beneath common broad categories. This results in a rich picture of ICT implementation encounter that helps to recognize possible solutions. A detailed framework intended for categorising important factors in ICT rendering in federal government illustrated with references towards the literature is proposed. The input factors are categorised into elements for success (drivers and enablers), and factors for inability (barriers and inhibitors). The output variables will be categorized in organisational and technological rewards. Finally, a task for success is proposed. This process includes suggestions for increasing the effect of factors to achieve your goals while minimizing the impact of factors for failing and use of available good practice.
